First comment on the European Council conclusions:

Disappointment is maybe the best word to qualify both the conclusions and the method of the European Council that was held on June 21st and 22nd tackling the hot issue of institutional reform.

The content: an unreadable “simplified treaty” and a pick and choose of national interests

ECOSY welcomed the German presidency’s efforts to maintain the small institutional steps forward contained in the constitutional treaty, so as to improve the decision-making capacity of the European Union, the effectiveness of its policies, and their democratic legitimacy. But this “substance” of the constitution should have been strengthened amongst others by developing the field of majority voting, changing the modification procedure and making the enhanced cooperation mechanism more flexible. Instead, the institutional framework that the Council finally agreed on will look like a watered down version of the constitutional treaty plus a series of opt-outs and minus the attempts of clarity and simplification. The struggle over the voting system at the Council crystallised the whole contradiction of a simplified treaty that is all but easy to understand and that will lead the EU to cope with 3 different voting systems between 2014 and 2017!

Furthermore, the withdrawal of the European symbols (flag, anthem and motto) from the new text is deplorable. It represents a pitiful attempt to fool the European citizens, as it doesn’t change the nature, political dimension and content of the text and shows a rise of nationalism and of defiance towards European integration. Symbols play an important role in the development of a community feeling and hence in the development of a European identity and citizenship. To the same extent, one can only regret that the prospect for a strong European voice on international level has been swept away by the renaming of the Foreign Affairs minister to High Representative and especially by the UK’s efforts to make sure this CFSP stays intergovernmental.

I totally disagree with the shouts of victory concerning the preservation of the Charter of fundamental rights’ binding force. First of all, the Charter won’t be part of the new treaty but will only be referred to. But the Charter is one of the most identifying parts of any Constitution, as it shows the citizen, the members of a community, what rights they are entitled to. Secondly, the United Kingdom’s opt-out clause deeply questions the force of the Charter and the Union’s credibility as a whole. Who are we to lecture Russia or African countries about human rights when we can’t make sure all European citizens enjoy the same rights and protections? That the British government doesn’t trust the ECJ and therefore doesn’t want the Charter to apply to its citizen is odd enough, but what about the dozen hundreds of thousands European citizen who live, work and study in the UK and will be deprived of the rights the Charter should entitle them to.

But above all, the biggest criticism towards this Council’s conclusions is beyond doubt that it totally ignores the expectations voiced during the referenda campaigns and the reflexion period as regards the social dimension of the EU. ECOSY has voiced these expectations for the last two years through its “Social Europe” campaign and demanded that more emphasis be put on the social policy agenda of the Lisbon agenda, the European social model, tackling climate change, energy policy, disarmament, enlargement policy and reforming the financial system.
The results of the “spring” Eurobarometer indicate that two thirds of Europeans (66%) subscribe to the idea of a European Constitution. They don’t call for the flag to be banned but for the social dimension of Europe to be developed and for them to have their say in European affairs.

The method: back to old days of sherpa method and intergovernmental bargaining behind closed doors

The ECOSY position paper states that “Since its foundation, ECOSY has worked towards a Union of citizens that has a strong political role to play. For this reason ECOSY strives towards a federal and democratic EU. The Constitutional treaty took some steps towards this direction, although other demands of ECOSY were not reflected. The No-vote in the French and Dutch referenda was the expression of a pre-existing crisis of the European project.”
Friday night’s endless negotiations sadly illustrated this crisis: Even though the European Council might in the end have come to an agreement, it showed the deep divisions and lack of common project for the Union, and this only 3 month after the celebrations for the 50th anniversary of the signing of the Rome treaties...
Whereas sherpa method, nightly negotiations and IGC will eventually manage to deliver a timid institutional reform, these methods surely won’t help develop a European citizenship and foster confidence in the European institutions and decision making, especially coming from the youth. The European citizens have to be part of the process drafting a European constitution and therefore the elitist and secret method of the intergovernmental conferences has to stop.
Therefore we have to reaffirms our call for the European Elections of 2009 to give the European Parliament a constituent mandate and for the proposals of this constituent assembly to be submitted to the European citizens in the process of a European wide referendum.

Lack of participation and disclosure in the elaboration of a new institutional settlement and disregard for the strong aspiration for a social Europe might seem to be the ingredients for a quick fix, but they don’t lay the foundations for a sustainable community.

Conclusion: the fight for a social, federal and democratic Europe goes on

The disappointment about both the method and the final content of the agreement reached on Friday at almost five o’clock in the morning shouldn’t hide the fact that it contains some real steps forward towards a more efficient and democratic Europe. The extension of qualified majority voting in the Council and co-decision by Parliament and the Council, elements of participatory democracy, a stable presidency of the Union, the reduction of the number of Commissioners and the election of the Commission President by the Parliament, the provisions for enhanced cooperation are steps in the right direction.
The European Parliament already announced its intention to “put forward, after the 2009 elections, new proposals on a further constitutional settlement for the Union”. ECOSY should seize this opportunity to put forward its proposals for an institutional settlement that is much more far reaching than the one we have here. But we should also seize it to call for a reform of the Union’s policies in parallel to a revision of its budget, so as to put Europe at the service of its citizen.

Je viens de me lever ce matin et... habemam accordum (désolée, jamais fait de latin). Bon, nos chefs d'Etats et de gouvernements sont venus à bout de l'opposition des jumeaux polonais (en fait c'est Jaroslaw, le Premier ministre resté à Varsovie qui a fait l'objet de toutes les attentions, négociations téléphoniques pendant des heures). Résultat, Angela Merkel a annoncé la bonne nouvelle peu après 4h30 du matin, une fois qu'elle avait raisonné la coalition d'Etats déçus qui s'était réunie pour contester toutes les concessions faites aux eurosceptiques. Bref, je n'ai pas encore vu le texte final du mandat de la CIG, mais ça promet. Les Portugais ont annoncé qu'ils tenteraient de conclure les travaux de la CIG dès la mi-octobre. A ce rythme là, ça m'étonnerait que les questions d'Europe sociale et de gouvernance économique soient au programme. Pourtant c'était les préoccupations principales des français lors du référendum, non? Fin de non-recevoir brutale, circulez y a rien à voir...

Conférence de presse de Merkel et Barroso hier à 23h30 après une première soirée de travaux au Conseil européen. Visages fatigués et crispés, apparemment on n'est pas encore prêt d'un accord. La situation est donc grave, mais je n'ai pu m'empêcher de penser au conclave où l'on élit dans le plus grand secret et à rideaux tirés un nouveau pape. Alors, habemus papam euh pardon constitution?

Conseil européen: grande braderie à Bruxelles

Début du Conseil européen de clôture de la présidence allemande aujourd'hui à 17h à Bruxelles. Plat de résistance au menu: loa relance du processus constitutionnel euh non, c'est de l'avenir de la réforme institutionnelle qu'il faut parler maintenant, ça passe mieux. Ca passe mieux auprès de certains gouvernements en plein délire souverainiste (Pologne, Grande-Bretagne, République Tchèque, Pays-Bas), mais aussi de certains gouvernements (France, à tout hasard) qui veulent faire passer la pillule à leurs citoyens. Mais puisqu'on vous dit que c'est un traité et pas une constitution, qu'il n'y aura aucun symbole étatique, que la prééminence du droit européen sur le droit national ne sera pas mentionnée (bon, on fera juste référence à la jurisprudence de la Cour de Justice en la matière), pas de quoi s'inquiéter donc. Et surtout pas de quoi faire un référendum.
Du coup, fini toute ambition fédéraliste, c'est le marchandage intergouvernemental qui est de mise. Pour faire plaisir aux britanniques, la Charte des droits fondamentaux ne sera probablement pas contenue in extenso dans le corps du traité révisé mais y figurera par un article de renvoi. Cet article rappellera avec la plus grande clarté une réalité que que les partisans du Non au référendum sur le TCE en France avaient déploré: le fait que cette Charte, aussi bonne soit-elle, ne s'applique qu'aux domaines de compétence de l'UE. Hors de question de créer de nouveaux droits syndicaux en Grande-Bretagne par exemple.
Il est vrai qu'il n'est toujours pas donné que le Conseil parvienne à trouver un accord sur un mandat unanime et la convocation d'une conférence intergouvernementale, mais j'ai l'impression que les coups d'éclat de ces derniers visaient surtout à renforcer les positions des uns et des autres avant d'entamer les négociations.
Le projet de mandat qui a circulé dès hier après-midi ne présente guère de surprises. Voici ses grandes lignes:

1/ Toutes les modifications introduites par le Traité constitutionnel doivent être considérées comme acquises sauf décision contraire de la CIG. L'essentiel du mandat porte donc sur les modifications à apporter aux dispositions contenues dans le Traité constitutionnel.

2/ Les modifications de forme sont assez complexes car le mandat propose de remplacer le Traité constitutionnel (qui regroupait et annulait les Traités précédents), par un Traité qui modifie les deux Traités de base de l'Union européenne, lesquels restent en vigueur.

3/ Création d'une personnalité juridique de l'Union

4/ Suppression du caractère constitutionnel du nouveau texte (cf mes commentaires plus haut)

5/ Le mandat ne fait pas directement allusion -à ce stade- à la possibilité d'enrichir le nouveau Traité d'un ou plusieurs protocoles sur les grandes défis de l'Union européenne. J'avais critiqué le fait que dans un autre document préparatoire sorti la semaine dernière, la présidence allemande proposait d'enrichir le nouveau traité par des questions qu'elle avait identifié comme résultant de la période de réflexion et faisant donc l'objet d'une demande citoyenne forte, à savoir la question de la sécurité de l'approvisionnement énergétique et du changement climatique et semblait avoir oublié l'attente extrêmement forte des citoyens européens en matière d'Europe sociale...

Voilà pour le premier état des lieux de ce Conseil tant attendu, je tâcherai de le suivre de près afin de livrer plus d'analyses...

Elargissement de la zone euro: une question purement technique...

Ca y est, le Parlement a donné son feu vert à l'élargissement de la zone euro à Chypre et Malte à compter du 1er janvier prochain. Ce n'était qu'une formalité, puisque le Parlement n'est, en la matière, consulté que pour avis, mais cette consultation a tout de même valu quelques sueurs froides au Conseil et à la Commission parce que le Parlement menaçait de trainer des pieds et de compromettre le calendrier de cette adhésion si les deux autres institutions ne s'engageaient pas à l'impliquer dans ce processus plus en amont la prochaine fois (la Slovaquie devrait demander à entrer dans la zone euro pour le 1er janvier 2009) afin qu'il puisse prendre le temps d'une réelle procédure, d'un vrai débat démocratique et d'une évaluation sérieuse des candidatures qui lui sont soumises au regard des critéres de convergence.
Bref, tout un plat sur des questions -certes justifiées- de procédure et de bataille d'égo au sein du triangle institutionnel européen et un débat qui passe à la trappe: celui de l'approfondissement de la zone euro plutôt que de son élargissement à la va-vite. A croire que la gouvernance de la zone euro, la coordination des politiques économiques, le dialogue entre autorités monétaires et budgétaires, la coordination fiscale ne seraient que des sujets théoriques dénuées de tout lien avec des débats comme celui de l'élargissement de la zone euro.
Mais c'est vrai que j'oubliais qu'il ne s'agit ici que d'une décision technique et d'établir si oui ou non les critères définis à Maastricht, dans un contexte politique et économique bien différent de celui que nous connaissons aujourd'hui, avec une Europe à 27 et non plus 12, sont remplis.

Un week end au comité européen de la IUSY

Comité européen de la IUSY à Prague (plus exactement à Pribram, à une demi-heure de Prague) ce week end. Il est question de la situation dramatique au Moyen-Orient, de relations transatlantiques, de la préparation d'un sommet euro-africain, notamment sur les question de commerce, des actions dans le cadre du Global Progressive Youth Forum animé par Rémi...
C'est aussi l'occasion de discuter avec les camarades des organisations européennes et de faire le point sur la situation politique dans leur pays. Jan Hamacek par exemple m'explique que le Parlement tchèque a déposé une motion de censure contre un membre du gouvernement inculpé dans une affaire. Mais c'est surtout la politique étrangère de son gouvernement en matière européenne et l'affaire des missiles de défense américains qui l'inquiète.
Ania quant à elle m'indique qu'elle craint que le gouvernement polonais n'aille jusqu'au bout et fasse capoter le prochain Conseil européen sur la question des droits de vote au Conseil. Et Johan, le camarade suédois, me parle de la refondation du parti socio-démocrate après leur défaite aux élections. Après près de 80 ans de gouvernements socio-démocrates, les suédois apprennent maintenant à quoi ressemble une politique de droite: baisse des allocations de chômage, privatisation du service public et autres réjouissances. En revanche, un sujet semble faire consensus au sein de la classe politique: pas question de reposer la question de l'adhésion à la zone euro avant 2010...

Politique monétaire à la sauce dominante

Cet après-midi avait lieu la deuxième des quatre auditions annuelles du Président de la BCE devant la Commission économique et monétaire du Parlement européen. Ce dialogue monétaire se fonde sur l'article 113, paragraphe 3 du traité CE, et surtout sur la volonté du Parlement européen d'être reconnu comme acteur de la politique économique et monétaire européenne et de veiller au contrôle démocratique de la BCE.

La pratique instaurée pour ces Dialogues monétaires veut que la commission Econ définisse 2 sujets sur lesquels elle souhaite que le Président de la BCE s'exprime dans son propos liminaire avant d'attaquer le rituel des questions-réponses. Cette fois-ci, les deux sujets arrêtés par le Parlement étaient "Stabilité financière et rôle des banques centrales" et "Politique des changes et déséquilibres mondiaux". Trichet a magistralement ignoré la deuxième question, illustrant ainsi de manière exemplaire la position qu'il prône depuis plusieurs mois: 1/la politique des changes n'est pas de son ressort et 2/ nous sommes dans un système de changes flottants, alors il ny a pas grand chose à faire et puis 3/ faisons confiance à nos partenaires japonais et américains qui nous assurent pour les premiers que leur économie va se redresser et le yen s'apprécier et pour les seconds qu'ils n'ont pas intérêt à aoir un $ faible.
Certes, mais en attendant, l'euro fort pèse sur l'économie européenne, même si là encore M. Trichet a une réponse passe partout: l'euro fort ne pèse que sur les économies qui ne sont pas compétitives parce qu'elles n'ont pas encore accompli les réformes structurelles substantielles nécessaires. Là réside toute l'absurdité et l'hypocrisie de l'indépendance de la BCE et surtout de l'interprétation généralement faite de son mandat: il est interdit de mettre en doute la pertinence de sa politique monétaire, mais elle en revanche ne se gène pas pour émettre des recommandations en matière de réforme du marché de travail, de modération salariale et autres éléments du jargon libéral dominant.
Bref, un parfait manuel de l'interprétation libérale des traités...

Work weekend in Werftpfuhl with the Falken

This weekend I attended a seminar of the European Falken Network, an informal body within IFM-SEI gathering its European member organisations. It was held in the Falken's children and youth training house in Werftpfuhl (my French comrades never manage to pronounce this name) close to Berlin. I was there on behalf of Ecosy both to support the IFM work and also to learn about their current projects. The topic of the seminar was children policy in Europe, an issue that political youth organisations often neglect, even though citizenship, participation and the fight for self-determination instead of social reproduction starts from an early age.
This seminar was also the opportunity to see old comrades and meet aktivists from organisations that I didn't know up to now, such as the Czech Pioneers and the Norwegian Framfylkingen. I definitively think that socialist educational and political youth organisations are complementary, both in their methods and in the issues they tackle. That's also why the Global Progressive Youth Forum that gathers Ecosy, Iusy and IFM-SEI is such a compehensive and pertinent body.

Le Parlement européen planche sur l'avenir de l'Europe

Le Parlement européen a hier adopté sa "feuille de route pour la poursuite du processus constitutionnel pour l'Union" en vue du Conseil européen des 21 et 22 juin prochains. Le rapport avait été rédigé par deux poids lourds du parlement européen, le socialiste espagnol Enrique Baron Crespo, ancien président du Parlement européen et du groupe socialiste au Parlement d'une part et Elmar Brok, chrétien-conservateur allemand et ancien Président de la commission des affaires étrangères du Parlement européen. Un choix de rapporteurs qui en dit long sur le fonctionnement du Parlement européen où ce sont les deux principaux groupes (PPE et PSE) qui dirigent l'institution et se partagent les postes par le biais de "l'accord technique".
Le rapport en lui-même n'est pas mauvais (mais c'est sans doute un début de déformation professionnelle qui s'exprime ici en réduisant toute forme d'attente et d'ambition), en tout cas au regard des 2 derniers textes adoptés par le Parlement européen depuis le rejet du traité constitutionnel en France et aux Pays-Bas.
Certs, le Parlement ne démord pas du TCE, qu'il considère toujours comme le meilleur compromis possible, mais cette fois ce n'est plus qu'au contenu du TCE qu'il réaffirme son soutien. Le Parlement souhaite surtout conserver les avancées institutionnelles de l'ancien traité constitutionnel mais reconnait qu'il convient de l'adapater afin de prendre en compte les préoccupations des citoyens français et néerlandais et de répondre aux nouveaux défis que sont l'Europe sociale, le changement climatique et la question énergétique. Le Parlement entre-ouvre donc une porte, mais il faudra ensuite un réel volontarisme politique pour que des propositions en ce sens voient le jour.
Autre point positif: le soutien fort apporté à la Charte des droits fondamentaux. Le Parlement affirme qu'il rejettera tout texte qui ferait l'impasse sur la valeur contraignante de la Charte. Il rejoint ainsi la revendication de la Confédération Européenne des Syndicats qui a pris position en ce sens lors de son récent congrès à Seville.
En ce qui concerne la méthode, le Parlement reste obnubilé par le besoin de parvenir à un accord institutionnel le plus rapidement possible et est donc prêt à accepter que la négociation se fasse par la bonne vieille méthode de la CIG, sans transparence, avec ses marchandages de tapis entre gouvernements et avec une représentation parlementaire cache-sexe qui se contentera probablement du Président du Parlement européen et de deux députés (autant dire que les places sont chères).
Quant au mode de ratification, n'en parlons même pas, tout le monde est bien soulagé que ce soit Nicolas Sarkozy qui ait remporté l'élection présidentielle en France, comme ça on est sûr d'éviter un nouveau référendum....
Bref, la route vers l'Europe sociale et citoyenne est encore longue et il faudra rester vigilents durant les prochains mois pour suivre les travaux de la CIG et préparer les combats qui nous attendent.

Towards a transatlantic partnership to regulate hedge funds?

Here is an article publushed in Agence Europe following a PES - US Democrats initiative calling for an action on hedge funds:

Brussels, 04/06/2007 (Agence Europe) - The Party of European Socialists (PES) and the US Democrat Party have joined forces to launch a transatlantic campaign for increased regulation of hedge and private equity funds. Ahead of this week's G8 summit in Heiligendamm, they have sent a joint letter to German Chancellor Angela Merkel, who chairs the G8 this year, and to US President George Bush, calling on them to take action in three areas: 1) to establish “full transparency” in the activities of the funds concerned, require them to publish their financial reports and make them responsible for their actions; 2) to “take all appropriate steps to uphold workers' rights to collective bargaining … and training”; 3) to establish “an international task force”, in which the International Labour Organisation (ILO) should be represented, charged with presenting “recommendations on further appropriate regulatory action”.
“We don't want to demonise” these financial funds, “but we want to be sure their behaviour is in line with the medium- and long-term sustainability of financial markets,” said Poul Nyrup Rasmussen, the PES leader, on Monday 4 June. Referring to the scientific report his party published in early April (see EUROPE 9399), he said that the “top 20 private equity funds control companies employing four million people”, and, thus, this top 20 was the world's largest employer. Yet these funds did not consider themselves to be employers, simply managers of shares, he lamented. Mr Rasmussen also highlighted the contradiction between short term considerations related to shareholder return, which so characterise this financial industry, and the long-term investment needs of controlled companies for “research and vocational training”. “We have to make sure our companies in Europe and the US remain viable,” he added.
Speaking from Washington, US Democrat Frank Barney, who chairs the Congress financial committee, called for action to be taken against the “negative impact” of hedge and private equity funds on workers, in particular through “international cooperation” among trade unions and parliaments. Piero Fassino, the leader of the Italian party Democratici di Sinistra, said he thought the “landscape of the financial world is beginning to reform”: investors dealing with these funds are now largely “institutional” - “banks and pension funds”. He called for equality in terms of transparency between the funds concerned and traditional financial institutions. To show the power of this industry, John Monks, secretary general of the European Trade Union Confederation, said that “in London, private equity funds can borrow on the market at lower rates than the member state itself”. If not taxed or required to show transparency, this industry will have a huge advantage in terms of competition, he said.

Wolfowitz I - Chavez 0 ?

Yesterday a resolution on the crisis of the World Bank triggered by the revelation of a nepotism scandal involving its President Paul Wolfowitz's was voted down by the right wing in the European Parliament.
The resolution that was tabled by 4 political groups (Socialists, Greens, GUE and Liberals) was originally meant to put pressure on Mr Wolfowitz by calling for his resignation. After Mr Wolfowitz announced that he would step down from his position by the end of June, the resolution was redrafted to put emphasis on the necessary reforms needed to turn the World Bank into a transparent and accountable institution so as to increase its credibility and democratic legitimacy. The resolution criticised the nomination mechanism for the presidency of the World Bank that results from the so called Bretton Woods consensus dating back to the end of World War II and according to which the US nominate the President of the World Bank and the Europeans the President of the IMF (International Monetary Fund). It also called for a better coordination of European governments within the international institutions, for a reorientation of the World Bank on its development mission instead of the fight against corruption...

The European People's Party (EPP) had sent signals that it would abstain on the resolution if a paragraph condemning Commission President Barroso for meeting Mr Wolfowitz on May 2nd, i.e. at the peak of the scandal, was withdrawn. The 4 groups complied with this request.
In parallel to the negotiations on this resolution, another one was causing great turmoil. It's a resolution condemning breaches to the freedom of expression by the government of Venezuela:

This resolution is just one example of the campaign lead by the European right wing to condemn Hugo Chavez's policy and to try to corner the European left and to make them take stands against their partners in Latin America. The socialist group opposed this resolution and tabled another one with the Greens and the GUE. To make sure the EPP's resolution wasn't adopted, the GUE tried to convince the socialists to call for a quorum check (in deed, as usually, only 60 out of 785 MEPs were present during this voting session on Thursday afternoon). The socialists didn't endorse this strategy because they feared that that the EPP would then do the same on the World Bank resolution. So the voting took place and we actually lost on both issues: the resolution on Venezuela was adopted and the one on the World Bank was rejected. Condemnation of Hugo Chavez and protection of Paul Wolfowitz, a great illustration of the instrumentalisation of debates on human rights, democracy and the state of law for political purposes...

Déclaration commune PS - SPD: vers un agenda socialiste franco-allemand pour l'Europe?

On s'intérroge un peu sur le timing de cette publication, car à 3 jours du second tour de l'élection présidentielle française, cette déclaration risque malheureusement de passer à la trappe. Pourquoi ne pas avoir mieux orchestré sa publication afin qu'elle s'intègre dans le dispositif de campagne ou au moins dans le calendrier de la présidence allemande ? Sans doute parce que les négociations autour de la rédaction de cette déclaration n'ont pas été faciles et que nos camarades allemands ont, eux aussi, leur agenda interne. Le SPD est en plein processus de congrès et de réécriture de son "Grundsatzprogramm", son texte d'orientation en somme, qui date de ...1989. Autant dire que le monde et notamment l'Allemagne ont quelque peu changé depuis lors. Dans un contaxte de grande coalition où le SPD n'arrive pas à s'imposer et perd en contours, il n'a probablement pas été aisé de s'entendre sur la rédaction d'un texte commun avec le parti frère français.
Pas étonnant dès lors que les communiqués allemands et français ne mettent pas en exergue les mêmes priorités: si le SPD souligne en premier lieu que dans cette déclaration les deux partis "demandent une poursuite du processus constitutionnel", le PS met d'abord l'accent sur un haut niveau de protection sociale. Ce genre de décallages sont sans doute inhérents aux relations bilatérales entre partis, faisons donc le voeu que le PS et le SPD défendent les objectifs ambitieux qu'ils se sont fixé au sein du PSE et qu'ils trouvent un débouché concret...qui puisse être porté par une présidente de la République socialiste dès le 7 mai!

The challenge of today’s financial capitalism to unionism and social Europe

One of our priorities in the Social Europe campaign is “better jobs for everyone”. It aims at tackling the issues of labour law deregulation, unemployment, precarious work, misuse of internships, low wages, outsourcing, suffered flexibility...A major factor behind this current social race to the bottom is the financialisation of capitalism and the pressure that hedge funds put on the real economy. Hedge funds are not a new phenomenon, but it’s the proportion they take that should alarm us. When the sums managed by hedge funds equal the GDP of the 8th largest economy in the world, namely Brazil, the question of the effects of this trend on jobs, industrial strategy and corporate governance as well as the issue of their regulation have to be raised. By modifying the company structures and therefore corporate governance, hedge funds have radically altered the state of play of social dialogue. Not that the balance of power was ever much in favour of the workers, but today trade unions are facing a new phenomenon: the absence of clearly identified partners to negotiate with. One explanation is that managers running funds that invest in a given company don’t consider themselves as employers and having a responsibility towards the company’s workers. This introduces a breach in the relationship between employer and worker that makes the concept of corporate social responsibility sound quite empty. Who do you discuss long term industrial strategies, human resources and the role of the company as an actor being part of a social community with when nobody seems to be accountable for decisions and their social end environmental consequences?A second explanation is the lack of commitment to the company’s raison d’être, its productive or service activity. Attempts to bargain or negotiate in the eve of announced restructurings run up against the new financial power brokers who aren’t interested in arguments about improvements in productivity and service but only in their quick returns. The impact the short-term strategy of hedge funds has on Social Europe reaches beyond the labour market and the direct effect in terms of lay-offs, wage cuts and threat to collective bargaining. By carving out companies and lacking to reinvest -or let alone redistribute- their profits, hedge funds contradict the ambitious targets set out in the Lisbon strategy. Aiming at becoming the “most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth, more and better jobs and better social cohesion” supposes a huge investment in research and development, education and social cohesion programs. However, this investment is hindered by the Growth and Stability Pact that limits public spending through debt, even if it is aimed at future-oriented investments. Consequently, it should be up to private investment and hence to the financial markets to provide for it. Unfortunately, the rapidly growing alternative investment industry doesn’t seem interested in contributing to the investments needed for our social Europe and prefers to follow lucrative short term, speculative strategies. In the face of growing risks linked to hedge funds and of growing concern raised by several voices that are not known for their inclination for regulation (ECB, World Bank, G8...) it should be up to Europe to take the lead in regulating these funds. We therefore very much welcome the report drafted by an expert group under the chairmanship of Poul Nyrup Rasmussen for the Socialist Group in the European Parliament and also the ETUC’s (European Trade Unions Confederation) mobilisation on this issue. The path to regulation of hedge funds entails reflexion on disclosure and transparency, corporate governance and social responsibility, supervision and fiscal policies.It is up to the progressive forces in Europe to show that we are not bound to put up with globalisation but that we can master it and thereby put an end to the growing disenchantment with politics. As young European socialists we can’t allow politicians to answer “we can’t do anything for you” to workers being laid off when their company is making profits. That’s the message we should promote on this 1st of May and the commitment we should take in the framework of the Social Treaty we are about to draft.

Bilan d'une session...épuisante

Les blogs c'est comme les résolutions du nouvel an et les régimes: au nout de 2 à 3 jours, on est moins rigoureux et on se trouve des excuses. Dans mon cas, c'était la session du Parlement européen à Strasbourg. Des journées de travail qui vont de 8h à 21h non-stop et des nuits où il faut bien décompresser un peu... Résultat, j'ai fait l'impasse sur l'analyse des résultats du premier tour. Mais bon, (attention, deuxième excuse) les lecteurs français croulent sans doute déjà sous l'inflation de ces analyses de toutes parts et mes camarades internationaux ont simplement décroché leur téléphone pour avoir des infos en direct. La question qui revenait le plus souvent, c'était: Alors, vous allez faire quoi avec Bayrou? Comme en Italie? Et ma réponse était: 1/ Non, nous n'allons pas faire d'alliance d'appareil, mais nous adresser aux électeurs qui ont manifesté leur opposition à une certaine manière de gouverner et leur rejet de Nicolas Sarkozy en votant pour le candidat de l'UMP. 2/ Ca n'est pas dans l'intérêt de François Bayrou d'appeller à voter pour Ségolène Royal étant donné qu'il souhaite exister seul et qu'il joue déjà les élections législatives et l'émergence d'un groupe parlementaire incontournable.

Retour à Strasbourg et à l'actualité chargée du Parlement européen. Cette semaine aura été marquée entre autres par :
- l'adoption de la législation sur le SEPA (single european payment area) qui, 8 ans après le lancement de l'euro, doit permettre aux transactions électroniques de bénéficier d'un cadre harmonisé et donc réduire les coûts et les délais de virements et d'opérations de cartes de crédits
- l'adoption d'une résolution sur les relations transatlantiques en vue du sommet UE - Etats-Unis du 30 avril prochain dans laquelle on trouve de tout: de la priorité donnée à la lutte contre le terrorisme au protocole de Kyoto
- l'adoption d'un rapport sur les finances publiques dans la zone euro qui "demande au Conseil de veiller à ce que les États membres dont la dette publique est d'un poids insupportable rendent tout nouveau déficit public, soit inconstitutionnel, soit illégal, d'ici à 2015, en utilisant ainsi les meilleures pratiques de certains États membres et régions de l'Union européenne" ou comment se lier encore plus les mains au niveau économique...
- et de nombreux autres textes sur le statut du Kosovo, l'accord open skies etc, mais bon, on ne peut pas tout suivre, n'est-ce pas...
Tout ça pour vous dire que j'étais fort occupée, trop pour mettre régulièrement à jour ce blog, dernière excuse et la boucle est bouclée...

POLAND FACES EU SANCTIONS OVER WITCH-HUNTS

The European Parliament Socialist Group today threatened to seek EU sanctions against Poland over government failure to respect civil liberties.

Group leader Martin Schulz said he was preparing to send a delegation to Warsaw to underline his 218-strong Group's concern over developments.

Mr Schulz warned that if the Polish government continues to sweep aside respect for civil liberties, he would demand action by EU ministers under the terms of articles six and seven of the Treaty of European Union. The treaty articles provide for action against governments that fail to respect the EU's founding principles of "liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law."

Sanctions could see the suspension of Poland's voting rights in the EU's Council of Ministers.

Euro MPs have this week condemned Poland on three separate issues:

In a witch-hunt against collaborators with the former communist regime, the government stripped distinguished Liberal MEP Bronislaw Geremek, a key figure in the Solidarity movement and an anti-communist campaigner, of his mandate. This follows his principled refusal to sign a declaration that he had never collaborated with the former communist regime;

In another witch-hunt targeted on lesbian and gay teachers, the government announced a ban on lesbian and gay people working with children;

In a third witch-hunt, the government announced the withdrawal of the pensions and rights of Polish members of the International Brigades that fought Franco.

Said Mr Schulz: "This government brings shame on a noble land. Europe must stand up against the Polish government's flagrant disregard for European values."

A parliamentary debate later today on homophobia in Europe is expected to provide many MEPs with a further opportunity to condemn the Polish government's actions.

Europeans support Royal for president

Ségolène Royal, the Socialist party contender in the French presidential elections, has emerged as the preferred candidate of Europeans outside France, according to an FT/Harris poll.
Sixteen per cent of respondents in Germany, Italy, Spain and the UK considered that Ms Royal would be the best president for France, with 7 per cent opting for Nicolas Sarkozy, the contender from the centre-right UMP party.
Ms Royal proved most popular in Spain and Italy, which have left-wing governments. Ms Royal has made a point of courting the support of José Luis Rodríguez Zapatero, Spain’s socialist prime minister, who is to attend her final campaign rally in Toulouse on Thursday. The first round of voting will be held on Sunday.
Separately, 22 per cent of French respondents in the poll considered Ms Royal to be the best president just behind Mr Sarkozy, with 23 per cent.
French opinion polls published at the weekend focusing on voting intentions showed that Ms Royal might struggle to make it into the second round.
Le Parisien showed support for Ms Royal at 23 per cent, only just ahead of François Bayrou, the centrist UDF candidate, at 21 per cent. A growing number of senior Socialists are pressing for Ms Royal to consider a pact with Mr Bayrou, whom opinion polls show would have the best chance of defeating Mr Sarkozy in the second round.
Ms Royal has rejected these suggestions and yesterday called women to back her. “I need the women’s vote,” she said in Achicourt, northern France. Yet opinion polls show that women largely favour Mr Sarkozy.
The FT/Harris Interactive online poll questioned 5,526 adults in the five countries between March 28 and April 12.

Pour un référendum européen

Chose promise chose due, je vous livre un petit aperçu de la partie politique de mon weekend end. Il s'agissait d'un débat organisé par les Jeunes européens (section française) sur les projets de relance européenne des candidats à l'élection présidentielle. Etaient invité pour l'occasion les représentant des organisations de jeunesse politique suivants: Michel Moser, Secrétaire fédéral des Jeunes Verts, Xavier Le Quere, Secrétaire Général des Jeunes UDF, Laurent Schouteten, Secrétaire international des Jeunes populaires et moi pour le MJS. Les positions des uns et des autres n'ont pas été très surprenantes: Mini-traité et ratification parlementaire pour le représentant de Nicolas Sarkozy, long diagnostic et propositions de relance vagues pour celui de Bayrou, contredisant ainsi sa réputation (largement surfaite à mon sens) de candidat le plus européen, présentation du plan A+ de Gérard Onesta (http://www.onesta.net/planA+.html) pour le champion de Dominique Voynet.
Pour ma part, j'ai présenté l'engagement de Ségolène Royal en faveur d'un référendum sur un nouveau traité institutionnel plus démocratique enrichi d'un protocole social et ai plaidé en faveur d'une refondation du projet européen dans son ensemble, c'est à dire en se penchant aussi sur les politiques, le budget...
Le débat s'est concentré sur la proposition d'un référendum européen portant sur une nouvelle Constitution pour laquelle s'engagent aujourd'hui les Jeunes européens France ainsi que toutes leurs organisations partenaires regroupées au sein de JEF (Young European Federalists): www.europeanreferendum.eu
C'est une initiative intéressante, à condition de ne perdre de vue que l'exigence démocratique ne s'applique pas qu'au mode de ratification d'un nouveau texte, mais aussi et peut-être surtout à ses conditions d'élaboration. Il faut donc être extrêmement vigilent face à la perspective d'une Conférence intergouvernementale sous présidence portugaise (c'est à dire au second semestre de cette année). Rappelons que dans son texte d'orientation adopté il y a 3 semaines au congrès de Varsovie, Ecosy (les jeunes socialistes européens) appelle de ses vœux une élection au Parlement européen en juin 2009 avec mandat constituant.

Bon, ça y est, je me lance dans l'aventure blogosphérique. Pas évident pour quelqu'un qui souffre d'une hântise de la page blanche aigue, mais parfois il faut affronter ses démons...
Comme l'indique son titre, j'essaierai via ce blog de mettre un peu d'ordre dans mes reflexions, idées, coups de coeur et de gueule sur des sujets ayant trait à l'Europe, la politique, le socialisme, mes idéaux, la dure réalité et aussi toutes ces autres choses de la vie qu'on néglige parfois à force de vivre la politique.
Aujourd'hui en l'occurence mon inspiration est limitée, mais j'aurai sûrement beaucoup de choses à raconter à la fin de ce week end qui s'annonce chargé en célébrations d'anniversaire, de retrouvailles avec de vieux compagnons de route, de débats sur le plan B avec de jeunes fédéralistes allemands, italiens et français....
